Philip Blumel is president of U.S. Term Limits, a single-issue advocacy group based in Washington DC. Since 1991, U.S. Term Limits has led and advised initiative and referenda campaigns to limits term of politicians and defended existing term limits in court. Blumel was the campaign manager for the successful 2002 effort to limit the terms of Palm Beach County Commissioners to eight years in office. That campaign collected over 60,000 signatures to put the issue on the ballot. Voters approved the initiative with 70% of the vote. In the early 1990s, U.S. Term Limits led successful referenda campaigns that imposed term limits on 23 Congressional delegations and 15 state legislatures. While the state term limits stand, the Congressional term limits were blocked by the 5-4 U.S. Supreme Court decision, U.S. Term Limits v Thornton (1995). Starting January 2016, U.S. Term Limits is launching a national Article V effort to achieve a constitutional amendment via a Term Limits Convention. Blumel lives in West Palm Beach, Fla., with his wife Julie and two kids, Johnny and Georgia.
